Scott Hisey, Chief Executive Officer
Scott Hisey is Chief Executive Officer of QualTek USA, LLC. Prior to joining QualTek, Mr. Hisey was co-founder and CEO of Trident Advisors, a Philadelphia based M&A firm specializing in US and international acquisitions targeting the telecommunications industry. Mr. Hisey has extensive experience in organically growing telecommunication service companies as well as negotiating and integrating acquisitions across many industry segments. From 2004 through 2012, Mr. Hisey was CEO of UniTek USA, LLC, which later became UniTek Global Services. Mr. Hisey led the management team that oversaw the growth from start up to a $400mm public company with over 5,200 employees, a national footprint in four diverse industries, and industry leading performance metrics. Prior to his responsibilities at UniTek, Mr. Hisey spent over 17 years in positions of increasing responsibility from field technician to President and COO of construction companies in both the cable and satellite communications industries. Mr. Hisey began his career in the United States Navy and is an honorably discharged, disabled veteran.
David Baker, President
David Baker is President of QualTek USA, LLC. Prior to joining QualTek, Mr. Baker spent more than eight years as Senior Vice President of Field Services for the DIRECTV unit of AT&T. In that role, he oversaw the company’s national network of in-home and commercial installation and service providers for DIRECTV, where he made major improvements in safety, operations, and customer experience. Previously, Baker served as Executive Vice President and Chief Operating Officer for On Command Corporation and as Chief Financial Officer and Chief Operating Officer for DIRECTV Japan. Mr. Baker holds a Ph.D. in Mineral Economics with a specialization in operations research from the Colorado School of Mines, as well as Master of Science and Bachelor of Science degrees in Industrial Engineering from West Virginia University. He is a member of the Board of Trustees of Tusculum College in Greeneville, Tennessee and serves as Treasurer and a member of the Board of Directors of Sigma Xi, The Scientific Research Honor Society.
Elizabeth Downey, Chief Administrative Officer
Elizabeth Downey is Chief Administrative Officer of QualTek USA, LLC. Ms. Downey has over 20 years of successful human resource experience in the telecommunication industry. Prior to joining QualTek, Ms. Downey was Chief Administrative Officer of UniTek Global Services, a position she attained after working her way up from Director of Human Resources over a six year period. Ms. Downey also held senior executive positions for a competitive local exchange carrier in the telecommunications sector including an international publishing company. Ms. Downey brings proven leadership and human resources expertise to QualTek. Ms. Downey holds a Bachelor of Arts degree in communications and a Masters of Business Administration from Penn State University.
Norman Snell, Chief Technology Officer
Norman Snell is Chief Technology Officer of QualTek USA, LLC. Mr. Snell has been involved in the satellite and telecommunications industries since 1994. Prior to joining QualTek, Mr. Snell held various C-level positions with UniTek Global Services including COO, CMO, and CIO. Mr. Snell is a senior executive, recognized for leading companies by aligning strategy and growth directives with corporate goals and broader industry opportunities. His leadership has grown profitable businesses, including start-ups, joint ventures and mature entities by building and motivating teams at all levels of an organization. Mr. Snell’s expertise includes business strategy and development, revenue generation, P&L management, and operations and compliance. His strong business judgment, financial acumen, and deep expertise in both operations and IT are hallmarks of his career. Mr. Snell is an honorably discharged veteran of the United States Coast Guard.
Michael B. Williams, Chief Information Officer
Michael Williams is Chief Information Officer of QualTek USA, LLC responsible for developing the overall technology vision for the company. With 15 years of progressive IT experience and operational roles, Mr. Williams has extensive knowledge of telecom information systems, implementation, business process reengineering, IT strategic planning, IT outsourcing and project management. Prior to joining QualTek, Mr. Williams was Vice President, Information Technology at UniTek Global Services. Mr. Williams holds a Bachelor of Science in Logistics/Supply Chain Management from Penn State University and a Masters of Business Administration from Eastern University.
Paul Kestenbaum, General Counsel
Paul Kestenbaum is the General Counsel for QualTek USA, LLC. Before joining QualTek in 2013, Mr. Kestenbaum practiced law for over 30 years, initially with a major national law firm in New York City and later with his own law firm in Beverly Hills, California. Mr. Kestenbaum is licensed in New York, California and Pennsylvania and specializes in corporate and business transactions as well as tax matters. Prior to practicing law, Mr. Kestenbaum was a certified public accountant with a predecessor to KPMG. Mr. Kestenbaum holds a Bachelor of Science in Accounting from S.U.N.Y. at Albany, a J.D. from the University of Miami School of Law and an L.L.M from New York University.
Scott Lochhead, Chief Executive Officer, NX Utilities
Scott Lochhead is Chief Executive Officer of NX Utilities, a QualTek division which provides engineering and construction services to the telecommunications and utility infrastructure industries. Mr. Lochhead has 22 years experience in the telecommunications arena which includes over 15 years of senior executive management. Mr. Lochhead brings both industry awareness and leadership experience to our management team. From 1999 until QualTek’s acquisition of Nexlink Communications in 2012, Mr. Lochhead served as President/CEO of Nexlink Communications, a company he founded, now rebranded as NX Utilities. Prior to founding Nexlink, Mr. Lochhead was an executive manager for AT&T in Florida and worked internationally in Asia providing civil engineering and project management support for a major wireless build out in 1998. Mr. Lochhead has been a Civil Engineering Associate since 1992 and received his Bachelor of Arts from Sheridan College.
Kevin Doran, Chief Executive Officer, Empire Telecom
Kevin Doran is Chief Executive Officer of Empire Telecom, QualTek’s Wireless Division. Mr. Doran has over thirty-five years of executive experience in the construction and wireless industries. Mr. Doran was President, founder and managing partner of the Vantage Group, a leading wireless design and construction company in the Northeast for 11 years. In the previous 10 years, he served as the Director of Corporate Services for a large NYC based investment banking firm, managing large scale construction and IT projects nationally. Mr. Doran began his career running his own mid-size electrical contracting company which he did for 13 years. Mr. Doran’s philosophy in building lasting partnerships has propelled Empire to becoming an industry leader with a commitment to quality, safety and excellence.
Joseph M. Busky, Chief Executive Officer, Velocitel
Joseph M. Busky joined Velocitel as Chief Financial Officer in May 2015. From June 2008 to April 2015, Mr. Busky served as Chief Financial Officer of InnerWorkings, Inc., a leading global marketing execution firm for Fortune 500 brands across a wide range of industries. From November 2006 to November 2007, Mr. Busky served as Corporate Vice President, Chief Accounting Officer at Dade Behring, Inc., a clinical medical diagnostics company. Upon the purchase of Dade Behring by Siemens Healthcare in November 2007 and until June 2008, Mr. Busky assumed the role of Vice President, Corporate Controller for the Siemens Healthcare Diagnostics division. Previously, Mr. Busky served in various roles of increasing responsibility at Dade Behring, including Vice President, Treasurer, Vice President, Corporate Controller, and Vice President, Corporate Planning. Before joining Dade Behring in 1997, Mr. Busky worked in the audit function of Price Waterhouse, a global accounting firm, for nine years. Mr. Busky is a Certified Public Accountant and holds a Bachelor of Business Administration in Accounting and a Masters in Business Administration from Loyola University in Baltimore.
Jay Heaberlin, President, NX Utilities
Jay Heaberlin is President of NX Utilities, QualTek’s Outside Plant engineering and construction division. Mr. Heaberlin has been in the telecommunications industry for over 14 years, working in the telephony, cable and fiber arena. Mr. Heaberlin has a successful track record in numerous management roles. Mr. Heaberlin started in the industry as a technician in 1999 and worked his way up from Area Manager to President of DirectSat USA. Mr. Heaberlin helped lead DirectSat USA into becoming the top performing Home Service Provider for DirecTV in the United States from 2011 to 2013. . Mr. Heaberlin joined QualTek in June 2013 to help develop our fulfillment division, QualSat, as its President. Mr. Heaberlin is a veteran of the United States Air Force.
Adam Spittler, President, Velocitel
Adam Spittler is President of Velocitel, one of QualTek’s Wireless Divisions. Mr. Spittler is responsible for developing a strategic plan to advance Velocitel’s mission and objectives and to promote revenue, profitability, and growth. He manages the division’s operations to ensure production efficiency, quality, service, and cost-effective management of resources. Prior to Velocitel, Adam held positions at QualTek as Corporate Vice President of Finance, and divisional Vice President of Finance roles with Empire Telecom and NX Utilities. Prior to QualTek, Adam held spent four years with UniTek Global Services and three years at KPMG LLC. A Certified Public Accountant in the state of Pennsylvania, Spittler received a Bachelor of Science in Accounting from Kutztown University and a Master of Science in Finance from Drexel University.
